Although the online service is not reliable, some desktop apps can help remove the iCloud activation lock from your device. They have a user-friendly interface and good support.

To recommend some of them, we think 4mekey, lockwiper are useful. However, please contact their support first to ensure if your device is supported before purchase.
Ask Apple Support for Help
The last way is to ask for help from Apple support. It is useless if you don’t have proof of purchase. However, if the previous owner has given you the receipt, you can try to contact the official Apple support or just go to the local Apple Store, they may help you.
